Yup. Again, I know little about nuclear power elsewhere, but here in the 
States we have had a period of approximately 20 years without a single new 
nuclear plant coming online. I do believe there is a small nuclear plant in 
California that is coming online soon, or maybe it has already. It is or 
will be the first such plant in nearly a generation.

Yes, that is an example of too much regulation.

You may be surprised to know that Mr Burns is actually a cartoon character, 
and not a real person. And no, he is not my hero; he believes that the 
economy is a zero-sum game where every dollar he makes is a dollar someone 
else loses. In the respect, I suspect he is much closer to your own beliefs.
