Public office-holders are always trying to figure out how to fund public
services. Letting the local police force raise its own funds takes a
huge strain off the budget. Cool. And how about privatization? Now
there's a way to save money if there ever was one. Where is the
incentive for a private prison to get a prisoner out of the system and
back into some semblance of a productive life?
