I recommend getting Dreamweaver or Ultradev as well as Fireworks are the
integration between them can really help with those "tricky" layout
problems, also although Fireworks has some bitmap editing functionality you
will probably find something like Photoshop or Paint Shop Pro very useful
too.
There are a lot of filters available for free on the net but Alien Skin is
worth paying for - if you need that functionality, but beware of the trap
that awaits all newcomers to powerful graphics tools; its just far too
tempting to throw everything including the kitchen sink at an image.
