But the whole SSI "surplus" thing is just an accounting trick anyway.

Gore invented the idea of an SSI surplus and "lockbox" as an election ploy.
The old Dem canard about the GOP wanting to destroy SSI, just a new twist,
and Bush fell for the bait (not being a terribly bright guy) by talking
about the "lockbox" after he took office.  He promised not to touch it.

But in reality, it's all the same pile of money, whether it's a general
surplus fund or an SSI fund.  No administration before has separated them as
revenue sources when "balancing" the budget.

So now, Bush is being politically embarrassed by statements he made without
knowing what he was talking about.

Personally, I favor SSI privatization.  The Cato Institute has a great plan:

you know, i saw a report the week before they talked about dipping into
social security that said the surplus was going to be smaller than expected,
but it was still something like 120 something billion, then the following
week, "oh we have no surplus, we have to use SSI"
