Like you said earlier the move makes a certain tactical sense to begin with,
I mean there were offices at state were you couldn't have anything
electronic, not even a pager.  However I think the enforcement of such a
proclomation would be very difficult.

Somethings that struck me as off about the piece though.  It's an AFP piece.
Not even AP.  Plus it's published out of Austrailia.  weird.
