Hi Randy,
    You should be able to do this in the Group Policy manager - go to start>run> GPEDIT.MSC.  Navigate to Local Computer Policy > User Configuration > Administrative Templates > System > CTRL-ALT-DEL Options and you can configure the Remove Task Manager setting.
