I don't think the Group Policy Editor exists in  XP Home since the GPE is primarily a domain management tool.  Another way you might be able to achieve this functionality is to change the user that the McAfee AV logs in as. It probably logs in as the current user.  Make it log in as an administrator on the box and I think that he would need the administrator log in to close it down.  This is hypothetical since I haven't actually tried it.
