Yes - I agree with you - some Americans have.  However, the American 
government DID NOT...

I'm sure there are plenty of American, Germans, British, etc. etc. etc. 
who have funded terrorists...

However, there is a big difference between private funding of terrorists 
and government funding of terrorists (ie. Afghanistan, Syria, Iran, 
Libya, etc...) and I don't think you can even infer that the United 
States is in *that* category...
