I use the Google toolbar in IE and all you need to allow popups on a
particular site is to click on the toolbar icon and it changes to Site
Popups Allowed.....

PS - I second the vote for SpywareBlaster - I also use SpyBot S&D and
Ad-Aware free version. SpyBot S&D is way more powerful now - it has resident
protection - Tea Timer which is optional. I use it at home and like it.
