supreme court case? Sierra club originally sued but it was Cheney who
took it to the Supreme Court. Also a lot got said about the special
requirements of mandamus (?)
so I am not totally sure I understand the decision at this point. Was
planning on some time with a legal primer.

Wasn't his dissent that he thought the court should have thrown the
whole thing out and dismissed the entire case?
