yes. But, as I read it, not necessarily employed by the US so much as
of US citizenship. So a medical researcher at the University of
Wisconsin is not supposed to be contacted directly by a medical
researcher at let's say the University of Glasgow. That's crazy.

Not only is it censorship of scientific research, I can't imaging how
they plan to justify it or for that matter enforce it.
