How much to charge?

Hey guys i have a client who lives out in Northern California.  Anyone know what the costs of living is up there?  Anyhow, it's a small project that involves creating a members database and admin, and a classified ads section.  I decided to charge a flat fee.  $400.  You guys think that's too much?
