The developer edition is free -- the only limitation (that I know of)
is that you can only use it to deliver content to the ip address
127.0.0.1 so it can't be used to serve the application to the world.
It's designed to make it easier for developers who don't have the
money to afford licensing the server to develop applications which can
then be deployed to hosted servers for their clients. There is also a
free developer edition of ColdFusion MX which can be run tandem on the
same server.
