Actually - there are plenty of countries that will absolutely not bargain with terrorists.  Unfortunately, the Philippines caved.

I'm not sure how the Indian or Kenyan governments will react but I doubt the Egyptians will negotiate.

  Amen. Why send troops at ALL if you're going to bend and break at the first sign of struggle?

  Never has the US policy of "We never negotiate with terrorrists" ever stood in such stark contrast with that of the rest of the world.
