You would probably know: what would need to be done to make such changes in
the U.S. - does it take a change to Federal law or can it only be done with
Constitutional amendment?

One way around the problems with an essentially two party system would
be to have a runoff type of election. If no candidate gets more than
50% of the vote, then 6 weeks later a second election is held with
only the top two candidates. Alternatively allow voter to also give
2nd and 3rd chocies, so that if their candidate comes in third, they
can allocate their vote to their second choice.
