your Senator asked your opinion?
You vote for a representative who in general agrees with you, a person who
will tend to agree with your ideas.
In North Korea, Kim Jong Ill, makes the choice, there is not congress that
is directly elected. Here if your senator does something you don't like, you
don't vote for them, you can even campaign in support of their opponent.
However it helps if the opponent has a plan, and a reasonable plan at that.

if i elect someone, they are to listen to the constituency, and vote
based on that.
