According to whom was he never there? In the quote itself he's
claiming that the government denied his being there. Beyond that
there's a significant difference between misremembering a date and
being unable to recite the simplest statements without error (i.e.
"fool me once shame on you, fool me twice shame on me" or more
significantly (paraphrased) "... will never stop thinking of ways to
harm the US and its citizens.") The bushisms are funnier because Bush
seems to be incapable of simple speech, so they're funny in comparison
to what _anyone_ says whether that other person happens to be Kerry or
not.
