US troop realignment

If Germany, South Korea, Turkey, and other nations currently hosting US troops are SO dead set against our recent military operations, then why are they "concerned" about the plan to phase out US troop levels in those countries?

Shouldn't they be rejoicing the fact that those evil, emperialistic Americans are finally leaving??? I dont get it.
