In my humble oppinion it's because they haven't got enough evidence to draw
saddam into the equation. When they can link him (via state sponsered
terrorism) they will release the info and then bomb the f**k out of Iraq as
well as going after bin laden.

The other advantage is to get as many countries to support america even
before the countries know who it is they are going to war with... that way
it makes it harder for the countries to back out when American pulls the gun
out of the holster (subtle reference to 'wanted, dead or alive')...
