Interesting link Howie. My question: Aren't Kerry's reservations about the ICC pretty much the exact same as Bush? And since these concerns haven't been addressed satisfactorily yet, wouldn't Kerry's current stance be the same as Bush's, namely, we're not ready to join the ICC yet?

The only thing Kerry seems to say here is that he'd oppose current ICC membership differently than Bush. Which doesn't really say much.
