On your points:

1.) I'd be willing to bet Mr. Clinton doesn't think what he did was
wrong and lied because he understands others might.

2.) Mr. Bush knew he was wrong.  That is, the evidence didn't support
his decision to go to war.  Gen Zinni his Middle East advisor, Sec
O'Neil, Terrorism Advisor Clarke, and Ambassador Wilson have all
testified to that.

3.) The consequences are VERY important!  Over 1000 Americans dead,
3000 maimed, and $200 Billion and counting gone is a much larger
"wrong" than a ticked off wife.  So I think that's a fair measure of
(mis) management.

Clinton did something that he knew was wrong. Then knowingly lied about it.
Bush did something that he (and a lot of people) believed was right,
based on information he thought was right.

You don't see a distinction here?

You seem to be judging the flaw based on its consequences, instead of
its origins.....which are far graver in reference to Bush, as you
pointed out.

   is a much smaller flaw than leading a country to war based on lies,
   especially when our country can't afford it; not to mention the dead
   soldiers, whose coffins our government doesn't allow us to see.
