At my college, Radford U., there was a water fountain in the center of
campus.  It was a pool with 3 jets of water that shot into the air, so it
made a lot of splashing.  Every party night, someone would go out to it and
dump a whole box of laundry detergent into it.  The next morning, the thing
would be overflowing with soap suds.  Maintenance would have to drain it and
clean it out.  It finaly got so bad that they replaced the jets of water
with this ugly looking trickling fountain thing that didn't splash enough to
make any suds.  I think it cost the school about $30,000.
