I think it is the ambiguity of "most."  Most of the state, by area could be republican, but the population of this area is less then the population of the city of NY.  So one could say that the majority of the population living in a minority of the area control the majority of the area with its minority of population.

Ok, it's after lunch on a Friday, I'm getting a bit punchy.
