I don't think it would stop an attack like the last. While some of the 
people may have been here on student visas, they all were not. The people 
in charge of the attacks were not. The attacks would still happen.

It might stop a car bomb, but I doubt it would do that. If people know they 
are going to be sent away then they will attack. Are you going to send the 
army out to round up everybody here on a student visa? That would cost as 
much and take as much time as doing the background checks. I would imagine 
the background checks would be more effective.
