Colorado is having a initiative on the ballet to make sure their
electoral votes get split from now on. If you get 50% of the vote you
get 50% of the Electoral Votes. It would be a way to get around the
clunky Electoral College without a constitutional amendment.
I don't know if all 50 states had this system in 2000 if it would have
helped. It still might mean a popular vote gets outweighed depending
on which states the candidates did best in.

I personally think it is a good halfway solution. Until we truly have
a popular vote (if ever) only. This will be the best way to help make
sure at least per state you win what you win and that it is not an all
or nothing thing.
