Needs a DTD. Especially since it's heavily CSS. Without a DTD, the browsers use "quirks mode" to decide how to render and that means very inconsistent across browsers. I don't see any hacks in the CSS which means your layout guys got really lucky or are now bald. http://www.alistapart.com/articles/doctype/
It looks nice though.
