Raeding the issues you've listed, I'd say neither candidate stacks up very well. As you say, the one who "best fits" your top category is Kerry....but even you'd have to agree that he doesn't necessarily fit it very well, just better than Bush.
So my question is.....how can you be so adamant in your support of a candidate who really isn't all that great when measured against your own criteria????
