In general you are correct, however, she did vote this way, and in the end
that is what we have to go on when it comes to a senator or representative.

Interesting, I just wonder how many other things were in those bills
that may justify her vote.  The legislation is so ambiguous and
contains so many riders that how do know what they really voted for?

For example, the Transportation Bill that will "rebuild our nation's
highway system."  Who should be against that?  As it turns out
something like $18 billion was for freeways and the other $282 billion
was for pork.

I would vote against that, but then you might claim I don't support
rebuilding highways.  So I don't think votes are reliable without
knowing the background, which few do.
