When the cable modem connects to the provider it basically asks for a value for the max bandwidth to use. The provider specifies the bandwidth to use based on the current demand. There are programs that will basically fool the cable modem into thinking that it's talking to the provider when, in fact, it's talking to your program which then tells the modem to use a far higher bandwidth.
