The cap restricts how much bandwidth you can use at any given moment. So for instance, I have 3mbps service. If can start up a download from a server that would support 10mb speed, I'll never get it faster than 3mbps. My neighbor may only pay for 512kbps service and his download from the same server will never be faster than 512kbps. So given that, I'm paying for a certain amount of bandwidth. Should I not be allowed to use it?
