Who are you asking? It seems like Howie since he was the one that brought up the cable modems being capped. But it could also be me, since the text you quoted is mine. I'll give it a shot... You aren't paying for guaranteed bandwidth, or at least my contract doesn't guarantee it. I can't imagine your contract being too much different if you use residential cable modem or residential DSL. And you aren't really paying for Bandwidth. You are paying for a certain type of access, $49.99 for unlimited access (with a bandwidth range of up to 3 mbs). Your neighbor may be paying $20 for unlimited access (with a bandwidth of up to 512 kbs. Part of the problem is the cable companies really screwed up with their marketing plan.
