They shouldn't cap anything they pay for it they use it. If their network can not support the load they shouldn't overbook. Its just as bad as when the airlines overbook a plan. Airlines always overbook flights so when some people don't show up they still sell all the tickets its not fair and its not a good practice.
I will keep my connection going 24-7 at 100% and i expect it to stay that way. If i only get 2mb fine but i will use everything i can get that i paid for. I don't mind anyone else doing it too. If i notice my connection is slow i will find another provider. But do not throttle ANYONE who pays for it its wrong.
