I'm quite sure that internally, there are these kinds of figures used to manage their infrastructure, but they don't publish them publicly. I'm not naive enough to think that they expect to operate on 100% throughput. But my point is that parallel to the technical implementations, they have some basic consumer legal warrantability of service implied contracts they have created for themselves by having tiered service levels.
