Not all elections in America are like this. In the 1920s and 1930s in Louisiana many of our elections were full of fraud. It was said that the dead would rise to vote for Huey Long.
To combat this, there is a strict set of checks and balances in place in the current voting system of Louisiana. All voting roles are maintained by Secretary of State and distributed to the parish clerks of court. Everything is computerized and kept up to date. When voting, every voter must present a picture ID issued by a government agency. This is the same requirement for registration. If the voter is not on the roles, the local clerk of court office is contacted to verify eligibility. Often the voter is simply at the wrong precinct or was left off the role by mistake or because the role was printed before the voter was eligible (30 days after registration). That voter is permitted to vote. If the voter does not have picture ID, there is another way to authenticate themselves to the precinct worker. If the voter authenticates themselves, they have an affidavit to complete and they can vote. Otherwise, the voter cannot vote, except in a federal election where a provisional ballot can be cast. On November 2 only 5 provisional ballots were cast in my precinct of 880 voters registered. Louisiana does it's best to ensure that every voter can vote and that only the correct people vote. Other states here might want to look at us as an example.
