You do not need to be connected to play. Only to "activate" the title (once). I beleive (but am not sure) that there's also an "activate by phone" option avaiable. Think Windows XP Activation (only without the initial 30 day grace period - although that could be instituted after the release date). In effect the game is distributed as an encrypted archive (whether by Steam or Disc) and the activation just unlocks that archive for installation.
