Actually the policy is against all solicitations, charitable or otherwise, from 
in front of their stores.  As you said, until this year the Salvation Army was 
allowed an exception.  They have now decided that they need to enforce the 
policy uniformly.  I suspect you are right, this is very likely because other 
organizations where pressuring them.
