I've never heard that! I've heard: 1.) Don't go to war on a lie (Gulf of Tonkin), 2.) If you go to war send in enough troops to do the job (we blew that lesson in Iraq too), 3.) Make sure you have popular support for a war and plan for the peace. It seems to me that pulling out of Vietnam was the best thing we could've done at the time.
