The Federal government cannot override State election laws. What more can they do but shrug their shoulders? They were allowed to observe where the law permitted them and nothing more could be done.
This from your clip is odd: An OSCE observers mission was invited to the 2004 US presidential elections for the first time ever in the country's history. But this is from Paul W. Jones United States Mission to the OSCE Vienna, Austria November 4, 2004 "The U.S. invited the OSCE to observe the election, as it has done for every presidential and midterm election in the U.S. since 1996. The U.S. invitation was issued in accordance with the commitment the United States undertook with 54 other OSCE participating States in the 1990 Copenhagen Document." --- "Larry C.
