Increasing deficit during low interest rates is not a bad thing. It's
actually the core principal of Keynesian Economics, which when talking
with a few people, I believe is the socially responsible thing as well
as the most strategic path during periods of low interest rates.
Unfortunatly, The White House and Congress aren't spending the money on
social programs such as job training etc. Time magazine points out a
few things that the money has been used for. Something like .5M on a
ski training facility in Alaska. Some more money to restore tourist
spas in Arkansas or some other place. And some senator from Wisc got
money to build a Paper Industry Hall of Fame. The US will have a Hall
of Fame for the giants of the paper industry, to honor and recongize
their great contributions to society. Good borrowing has to be married
with good spending; else it turns into bad borrowing.

I've been reading some articles, from Time, that some members of the
Republican party are unhappy with Bush's spending. Claiming that it
goes against traditional Republican values. They were willing to stay
quiet during the election for the greater good of the party, but won't
now. I took the report with a grain of salt because no Senators were
named. But it did make sense to me. Shrug.
