I do have issues with the idea of legalizing the current illicit and
illegal drugs.  However, I can accept legalizing and regulating these
drugs for medicinal use, including THC.  I want to address the
non-recreational users.

Why not address the base issues like poverty, dependence and all of the
other factors that drive people to non-recreational use of these drugs?
If we have to spend that billion, I think that it would be better spent
in treatment and addressing the base causes of non-recreation use.

1.) SPend the money on drugs as if they are a health prob because they
are.

2.) Make them legal to remove the profit incentive from selling them.
