I agree - I was basically saying I didn't like your first reasoning. Those people will find a way no matter what. The issuance of a driver's license is not going to stop a terrorist. Period. Fact. Using that as a basis to not allow illegal aliens driver's licenses is what doesn't hold water to me.
Stating that they, as criminals, shouldn't be allowed to hold a license, is another story. I can agree with that reason. Does that make sense?
