I've been to Rota, Spain (Southern tip of Spain) and had a great time. Of course, this was back in my younger day and there were only two things worth doing at that point...
The beaches are nice, but I don't seem to remember anybody being topless (Crete is a great place for that!). Great food, nice people. I definitely recommend going.
