A, not B. Initially the accountability of a legal establishment will make it 
much more attractive then a corner pusher for a large group. Especially if 
there is added regulation that only makes establishments with a permit 
legitimate sources.
But I see no reason why it should not become a product with a large fashion 
appeal, brand names etc.

Privatize the market. Why should the government have anything to do with it?

The dealers won't all go away, but a lot of money will be taken out of the 
market and it will free up resources to work on other problems.
