The controversy is that while a driver's license is not an official
national ID card, it is a defacto one. Go anywhere and the one piece
of ID they ask for is your driver's license. It's accepted as
unquestioned proof of identity.

The only time I can recall that a driver's license wasn't enough was
when I applied for a passport.
