Oh, I'm sure when he says that they'll shut down the GPS they aren't
talking about for military. The satellites have always had a
discriminator for military signal use. And the military signal has
always been much more accurate for positioning. Or maybe it's better
to say that they intentionally fudged the numbers sent to non-military
recievers. Recently they decided that there were more benefits,
particularly for commercial and general aviation, to allowing the
public to have the better data.

So my guess is that when they "shut down" GPS they'll actually just
cut off or reduce the accuracy again of the public signal.
