Could have been an honest mistake.  One thing that the Bush 
administration does correctly, in my opinion, is the inclusion of 
non-white males.  I'm not in those meetings, so I don't know how much 
authority they have but even selecting the likes of Rice, Chao, Powell, 
and others is a start in the right direction.
