I think that it was a form of group think the president and the cabinet wanted the war no matter what. They were quite willing to believe anything as long as it resulted in the invasion. Contradictory evidence was ignored and dissent stifled.
Currently in intro psych and social psychology textbooks when the phenomenon of groupthink is discussed, the Bay of Pigs crisis is discussed as an example.
