I don't think LTC Jones is underestimating the enemy.  He has stated
previously in other emails that he finds the enemy combatants to have an
animal like cunning, but lack a formal education.  Remember that in Iraq
education was almost exclusively reserved for Baath party members.

Try not to read too much into his statement.  He is just expressing his
hopes, not his opinions.
 
As for rebuilding, the military has been responsible for the
infrastructure and LTC Jones was told that the UN was to provide the
necessary supplies.  Obviously, the supplies are not getting into the
schools in Baghdad and this program is needed.
