Nope. The money for the parties themselves was donated money. But the overtime, 
police, etc is born (THIS YEAR FOR THE FIRST TIME) by the District alone.

Normally, Congress reimburses the District for any extra costs incurred for the 
inauguration.

This year the District was told to find the $19 million themselves, as the 
White House was recommending Congress not cover the costs this year.

The 40 mill for the inaugaration was all privately donated money.

So to that end, i'd be asking the donors....why they feel their money is 
better spent on this pomp and circumstance as opposed to some of the worthy 
causes you mentioned.
