The issue is that:

1.) Mr. Bush presented his case for war to the US by saying that he
had enough evidence to conclude that either Mr. Hussein or his cohorts
could use WMD against the US.  Mr. Bush's own team has concluded that
claim was in error.

2.) Mr. Bush presented this evidence to the UN - evidence that was
subsequently shown to be faulty and he was told so at the time by  the
lead UN weapons inspector among others.

3.) Not only did Mr. Bush's team error on the weapons assessment, but
also on the assessment of Iraq's forces and the strength of the
insurgency that would follow.  They further underestimated the amount
of cooperation they would get from Iraq's citizens.

CONCLUSION: The assessment for war and post-war clean up was royally
hosed.  That doesn't mean that it won't turn out for the better in 10
years, but it means it wasn't a good decision at the time and probably
based on bad information or not on all available information.

If that were not true Mr. Bush would not have spent over $1 Billion of
taxpayer money to find what he should've known wasn't there in the
first place.

Finally, if there was something, and it was moved, then Mr. Bush and
his team screwed that up too; they shouldn't have let that happen.
